Joint Efforts National Humanitarian Organization (JENHO) was established in December 2023 as a sister organization of Japan Emergency NGO (JEN) with a vision to strengthen local humanitarian capacity and deliver sustainable support to communities across Afghanistan.
As a fully Afghan NGO, JENHO carries forward the mission, experience, and dedication of JEN to adapt global standards to local context with respect for cultural norms, dignity, and community ownership.
At JENHO, we combine decades of local and international experience to deliver timely, effective, and sustainable humanitarian and development programs across Afghanistan. From emergency response and food security to education, health, WASH, and livelihoods, our team is committed to empowering vulnerable communities with dignity, transparency, and community engagement. With a focus on resilience, self-reliance, and lasting impact, we tailor our interventions to meet the real needs of those we serve while fostering trust, inclusivity, and sustainable growth.
JENHO is well experienced and has numerous technical staff to support and deliver assistance to the conflict and disaster-affected population of the country. Through the emergency projects (NFI & FI distribution) and Shelter construction, Health including equipping clinics, Hard and soft components of WASH in school and WASH in the community, Infrastructure, education, Livelihood and Nutrition projects, and supporting school students through the provision of learning kits, EiE such as literacy and promotion of girls education including enrollment of OoSC through developing and improving learning environment by rehabilitation and construction of schools buildings. The table below is a sample of some of the projects where JENHO’s team (ex-JEN staff) was involved in the successful implementation since 2016.
Through our WASH program, JENHO has brought clean and safe water to communities with limited access. By facilitating water pipe schemes and reliable water supply systems, we improve health, hygiene, and overall quality of life for vulnerable families.

Rooh ul Amin “Safi” is the Deputy Director of Joint Efforts National Humanitarian Organization (JENHO), with over 10 years of professional experience in humanitarian and development work with international organizations, national NGOs, and local communities.
At JENHO, he supports strategic leadership, organizational governance, and program delivery, while overseeing day-to-day operations and strengthening administrative and financial systems. He plays a key role in institutional compliance, staff supervision, and donor accountability, ensuring that programs are implemented effectively and in line with organizational and Board standards.
He brings solid experience in managing donor-funded initiatives, including MoFA-supported projects, and contributes to organizational growth through strong financial oversight, risk management, and capacity-building support in livelihood and community-based programs.
Hikmatullah Amarkhil holds a Bachelor’s degree in Business Administration and brings over 9 years of valuable experience in the non-governmental sector. He has a strong record of managing administration and financial operations while leading multidisciplinary teams across diverse programs. His expertise encompasses organizational planning, budgeting, financial management, compliance, procurement, and administrative systems, with a consistent focus on transparency and accountability. Hikmatullah has a deep understanding of the administrative and financial challenges faced by NGOs and has developed practical strategies to address them effectively.
Currently serving as the Admin & Finance Manager, he oversees the organization’s overall administration and financial management, ensuring efficient operations and impactful program delivery.
Ataullah Muneeb holds a Ph.D. in Economics and brings over eight years of valuable experience in non-governmental organizations, with a strong specialization in project management. His expertise is rooted in the end-to-end leadership of development initiatives, from strategic design and resource mobilization to monitoring, evaluation, and reporting. He has a proven record of successfully steering complex projects, ensuring they meet their objectives on time, within scope, and budget, while adeptly coordinating diverse stakeholders including donors, community partners, and field teams.
His experience is particularly distinguished by a capacity for proactively handling multifaceted challenges during project implementation, such as adapting to dynamic field conditions, mitigating logistical constraints, and managing stakeholder expectations. This skill in navigating operational and contextual issues ensures not only project continuity but also enhances the quality and sustainability of outcomes. Currently serving as the Program Manager, he leverages this hands-on management experience to oversee the organization’s overall project portfolio, ensuring integrated planning, robust execution, and efficient program delivery that maximizes impact.
Shawkat Ali Zakhilwal holds dual master’s degrees each in MSc Engineering Management and MA Rural Development. He has over 10 years of extensive experience in the humanitarian sector with a strong and proven track record in project and program management and in leading multidisciplinary teams across a wide range of sectors and program areas. His professional expertise includes program and project management, team leadership, risk management, stakeholder engagement and coordination, proposal development, budgeting, and comprehensive reporting.
Currently serving as a Project Manager, he oversees the organization’s project portfolio across multiple sectors, ensuring efficient implementation, strategic alignment, and high-impact program delivery
Muhammad Mubeen Ahmadzai is an ACCA qualified finance professional with over 8 years of comprehensive experience, including 5 years in audit and 3 years in financial management within the NGO sector. He possesses a deep understanding of financial reporting, compliance, and internal controls, demonstrating a strong ability to enhance operational efficiency and ensure financial integrity. Mubeen excels in providing insightful financial analysis to support organizational decision-making and is committed to developing effective financial strategies that align with organizational objectives. His expertise in establishing robust financial controls and training staff in best practices further underscores his dedication to fostering a culture of accountability and transparency in financial operations.
Currently serving as Compliance Head and involves overseeing the compliance team, developing and implementing compliance programs, and conducting regular audits to identify potential risks.

Fazlullah Yousafzai holds a Bachelor’s degree in Medicine and Law and has more than 19 years of experience in the non-governmental organization (NGO) sector. He has a strong track record in community mobilization and project management, along with approximately 15 years of professional experience in the medical field.
He also brings extensive experience in customary law and livelihood programs, including projects implemented with GTZ, IS, and PAL. In addition, he has around seven years of experience in communication and social mobilization for polio eradication initiatives, working with organizations such as UNICEF, AWLS, and CTG.
Furthermore, he has contributed to Ministry of Foreign Affairs (MoFA)–funded projects focused on capacity building for school teachers and students, including INSET-1 programs and hygiene education training initiatives.
Javed Ahmad Nasiri is an experienced administration and finance professional with over eight years of experience supporting humanitarian and development operations in the non-governmental sector. He brings strong expertise in administrative and financial management, strategic and operational planning, budgeting, compliance, and internal controls.
Currently serving at a management level, he oversees administration and finance functions, ensuring efficient use of resources, donor and organizational compliance, and timely support to program implementation. He works closely with senior management and program teams to strengthen systems, enhance organizational performance, and enable accountable and effective service delivery.
